agree  neilmac: Yes it would. Try a search for "issue a law", it gets over a million google hits, FWIW.

Just to set the record straight: despite the comment above pooh-poohing my "agree", I stand by my assertion, as laws can be enacted, promulgated, passed, derogated, repealed and ISSUED, among other collocations.
