How do I deactivate my SDL Trados 2019 license on a computer which is no longer functional due to hard drive failure?

How do I deactivate my SDL Trados 2019 license on a computer which is no longer functional due to hard drive failure?
I have tried the "offline deactivation" option in my Trados account online. It produces a page that says "online deactivation certificate" but when I click "confirm offline deactivation" at the bottom of that page, I get an error message.

I have also received an "offline deactivation authorization" email that says, "Please find below your offline deactivation ticket. This ticket can be used by your SDL Product to perform an offline deactivation."
But I can no longer access my SDL product!

I have also tried downloading the SDL Trados 2019.exe file again from my downloads section, but it will not download for me.

Help! What do I do?
