estou em dúvida se devo traduzir "ações" como actions (parte de um programa de execução) ou "shares" (mercado financeiro).

"O FNDCT (fundo nacional de desenvolvimento científico e tecnológico) possui um orçamento que pode ser dividido em três grupos principais: ações verticais, transversais e operações especiais. As ações verticais e transversais são ações direcionadas ao apoio a projetos de pesquisa e desenvolvimento tecnológico e de inovação de instituições científicas e tecnológicas desenvolvidos de forma individual, cooperativos com empresas ou na forma de rede, com a participação de outras ICT.
