Påslag is probably the wrong word here - just 'kostnader' would fit the context better..

If, incidentally, you should need the exact translation of 'påslag', that would me 'mark-up' - and clearly inapplicable here.

Also: just found this in "Norsk Illustrert Ordbok", which gives "(lønns- el. pris-) tillegg, økning" (i.e. supplement, increase. "supplements" might be as good as "allowances" here.

Are Board/Commission members eligible to receive the pay supplement? ... It will include the employee’s regular pay, the pay supplement, and any December ...
