context for usage in the figurative sense The income needed to live on a "bare-bones budget" in the Washington region has increased dramatically over the past six years because of the rising costs of housing, health care and child care, according to a new study.

A single parent with an infant and one preschooler needs to earn $67,849 to meet basic costs in Fairfax County, the region's most expensive suburb, the study found. Those earnings are 50 percent more than the same family would have needed in 1999, the first year the study was conducted.

neutral Patricia Lucanera : No hablaría de un presupuesto "rudimentario", ya que generalmente esta palabra se aplica a los primeros estudios que se realizan sobre un tema. Y tampoco "minimalista" ya que se refiere a una corriente artística, no se usa con la idea de "mínimo".

En este contexto el significado sería en un presupuesto básico o presupuesto con lo imprescindible. A ver si te ayuda.

austeridad/de hambre (ver explicación)

por el contexto:

presupuesto de austeridad

para mantener la idea de "bare bones", se me ocurre "presupuesto de hambre", reflejando la idea de un "salario de hambre"
pero esta última opción la siento medio forzada.

Aquí en Argentina le llamamos la canasta básica familiar, debajo de la cual se ingresa en la franja de ciudadanos que se encuentran bajo el límite de pobreza. Quizás si es para Estados Unidos podría denominarse el ingreso básico o mínimo.

En el contexto expuesto: "The income needed to live on a "bare-bones budget" in the Washington region has increased..." = "Los ingresos que hacen falta para vivir con "un presupuesto muy limitado" en el Estado de Washington se han incrementado".

satisfacer las necesidades básicas

Según el contexto, entiendo que está hablando de lo que cuesta "satisfacer las necesidades básicas", más que "vivir con lo mínimo" o "con un presupuesto mínimo".
