Low se refiere a la altura y rolling a la forma. Una montaña muy alta generalmente tiene picos, opuesto a ondulaciónes. Podría ser colinas pequeñas (de baja altura) con ondulaciones o más fácil aún colinas bajas onduladas

There is no such thing as 'high rolling hills'. Hills can be either high (as in the highlands of Scotland) or low, but the big ones tend to be more angular and irregular.
