I would suggest not translating and just giving the explanation.
The key thing here is to differentiate between "consorzio con attività interna" and "c. con attività esterna". The attività esterna bit means the consortium does more than just coordinating its members' affairs, it can trade as well.
Definitions:
Si distinguono inoltre:
— (—) con attività interna, in cui vi è un’organizzazione comune il cui compito si esaurisce nel regolare i rapporti fra consorziati e nel controllare il rispetto del contratto;
— (—) con attività esterna, in cui i consorziati, per raggiungere adeguatamente lo scopo consortile, entrano in rapporto con i terzi, mediante la creazione di un ufficio comune.
Quale differenza vi è tra un Consorzio con attività interna ed uno con attività esterna?
Il primo svolge un'attività esclusivamente a favore dei Consorziati (tipica l'attività di coordinamento di lavori svolti in comune).
Il secondo svolge un'attività commerciale vera e propria, per esempio acquistando merci che potrà vendere ai Consorziati.

not-for-profit consortium
In the US this would be called a not-for-profit consortium. It is a specific form of incorporation requiring that the consortium does not operate for profit (as does the Italian form).
The difficulty is how to treat it in translation. Using the US equivalent and footnoting the Italian term (a legal form established in the Civil Code) may be the best.

If you look at the consortia of this type, almost all of them state clearly that they are "senza finalita' di lucro" and many are involved in areas such as medical research, education, etc. For this reason they have a different intrinsic mission to that of the partner companies/entities and therefore have an "independence" of activity.
The difficulty is how to treat it in translation. Using the US equivalent and footnoting the Italian term (a legal form established in the Civil Code) may be the best.
