Hello better. I agree that "pontifical" refers to either the clothing or rites, hence my suggestion of "protocol" (which might be a good, general option).

After printing out the document (which is a jpg), I now see that, after "ministro," it may say "matéria" (i.e., "matéria, formula e intenção"), which might be "matter, form and intention": The Church solemnly requires **matter, form and intention** for a valid Sacrament. ... a single Bishop—Cardinal Lienart—confers the Holy Priesthood, ...

Thanks, craigs! I was thinking "ministro" as well, and am not quite sure why the use of the indicative mode either. That aside, the phrase beginning with "formula" is especially difficult, most notably, perhaps, due to the use of "pontifical." Could it be related to "protocol(s) in use for episcopal consecrations/ordinations"?

I think the first covered word may be minstro or ministral. The mode of grammar here is foreign to me, but you might find some clues here:
