I found this explanation in Arabic:

الذمة هي: وصف شرعي يفترض الشارع وجوده في الإنسان، ويصير به أهلاً للإلزام وللالتزام، أي: صالحاً لأن تكون له حقوق وعليه واجبات. ولما كانت هذه الصلاحية التي ترتبت على ثبوت الذمة التي يسميها الفقهاء بـ(أهلية الوجوب) ـ إذ يعرفون هذه الأهلية بأنها: صلاحية الإنسان للحقوق والواجبات المشروعة ـ فإن الصلة ما بين الذمة وأهلية الوجوب صلة وثيقة، فالذمة هي: كون الإنسان صالحاً لأن تكون له حقوق وعليه واجبات، وأهلية الوجوب هي: هذه الصلاحية ذاتها. والذمة تلازم الإنسان، إذ يولد الإنسان وله ذمة بحكم أنه إنسان، ومن ثم تثبت له أهلية الوجوب فأهلية الوجوب إذن تترتب على وجوب الذمة.

In this sense I suggest the use of minor/major.
Please notice that the word 'major' in this context is a legal term as follows:

Majority: Full age; legal age; age at which a person is no longer a minor. The age at which, by law, a person is capable of being legally responsible for all of his or her acts (e.g. contractual obligations), and is entitled to the management of his or her own affairs and to the enjoyment of civic rights (e.g. right to vote). The opposite ofminority. Also the status of a person who is a major in age.

I think this exactly the meaning of الوجوب as per the Arabic explanation above.

If you want to go for simple words which anybody can understand, you can simply say: below/above legal age
