I believe the speaker stops short of accusing someone in lack of conscience and states that they definitely lack logic.

Something like:
This is a complete lack of logic, if not conscience.
I would not say <...> lacks conscience, but logic, definitely.

In normal Russian it would be: Не хотелось бы говорить, что ... не имеет совести, но логики здесь нет точно.

It's my translation and at the same time my feeling: I don't see any logic in the given fragment either but I can't wait for the whole sentence anymore as I'm too sleepy.
