I need to know what this term means very specifically to the Algerian context. They are mentioned in this text, along with public utility companies as being either privatized, dissolved, or privatized. I know a diwan usually refers to a cabinet, assembly, or government office, but need something more specific here. This is into an American English equivalent, if possible. Thanks!
