This is from a list of projects and initiatives designed to fight HIV in South America. This is one of the measures to be taken. I think this is some legal term that I am unfamiliar with. Any suggestions would be much appreciated, and apologies that I do not have more context. And thanks in advance. International/S. American Spanish to neutral English.

This Law was passed in 2005, so I don´t think they´re talking about the draft.

It probably refers to "medidas de acompañamiento", i.e. measures to be taken to implement the Law or to improve its effects.

This example is not related to your context but it shows that the expression "medidas de acompañamiento" is quite common (UE web site):

". El presente informe examina los progresos realizados en esos ámbitos, resaltando los principales logros y poniendo de manifiesto qué puntos débiles quedan por resolver, así como las medidas de acompañamiento necesarias para la integración sin problemas del país a la UE."
