agree  John Colangelo: I like "His Royal Highness" but I think we need a little more context before we can put the preposition "by."

neutral  Abdulrahman Bustani: If you agree that the reference is to the king, then "Royal Highness" can not be used here because it is usually used for princes and not for kings. http://www.answers.com/his royal highness. Even in the reference you provided, it is used for the prince
