I think what is being meant by تعميم is that they have two different election systems, one for the Upper House and one for the Lower House (I am being English, sorry).. and that they want to make them both the same. This is what I gathered from reading the news and discussions online yesterday. So not sure about "diffusion" and "mainstreaming". More like - contextually - unifying both systems.. Anyone with better ideas?

It is possible, even likely, to interpret "roll voting" as when members of a body are called one by one to cast their vote. For elections where the voter has to choose a complete list of candidates running together, out of several competing lists, as opposed to choosing individual candidates, the term "list" is more common. One can say "list-based elections" or "election by list" as Wikipedia suggests below:

I also think that the word اقتراع here refers to the whole election system, not just the specific voting process.

I do have a comment on the translation of تعميم, but I'd rather wait till you post a separate question for it before commenting. The term deserves to have its separate glossary entry.
