Oui j'y pensais, mais je disais que par "acquisitions complémentaires" on pourrait simplement comprendre "de nouvelles acquisitions".

As Jacqueline says, in-fill is usually used in construction and urban development. It generally refers to projects in which the developer doesn't tear down all the old buildings on a site to build a new mega-development, but rather fills in the spaces behind and around the existing buildings on the site.

So, by extension, I think here it might mean that, instead of making major acquisitions or moving into new businesses, companies will just fill in the gaps in their existing properties (e.g. a newspaper chain might pick up a failing newspaper in a city where it doesn't have a paper at present, but no one would consider buying an entire newspaper chain in the current environment). Does that fit your context?
