Yes, I know: promotion. But it doesn't fit here.

Το ακόλουθο διάγραμμα απεικονίζει τη ορθή ροή προώθησης που πρέπει να ακολουθείται για τη διαβίβαση μιας αναφοράς ανεπιθύμητης ενέργειας.

It's about transmitting information in the form of a report from one department to another, or to a higher authority.

I've tried "promulgation", "forwarding", "transmission" and several other variants, but I don't like any of them very much.

Can anyone help?

The correct meaning of "προώθηση" here is "forwarding" (one of your suggestions).
One suggestion for your translation: the correct steps in the forwarding chain.

How about the "right steps up the ladder" then?

The reason I found "forwarding" lacking is that, to me, it suggests passing something on to somebody on the same, or equivalent level, whereas here the sense is that the report is passed to a higher level. If there was a word "upwarding", then that would be it. Sadly, there is not.

You can find a few examples of "correct reporting chain", and plenty of examples of "appropriate reporting chain" in various contexts:

I suppose the use of "report" for "αναφορά" doesn't necessarily preclude the use of "reporting" for "προώθηση".

The trouble is that "report" (αναφορά) is used elsewhere, as is έκθεση (which I'm translating as "account"). I believe I'm doing a back translation (among other indications, the name of the company includes the abbreviation Λτδ.) so I'm trying to be consistent, while using different English words where the original translator has used different Greek words. Of course, this could be a mistake ...
Don't tell me they really use Λτδ. in Cyprus, do they? It is a Cypriot company, as a matter of fact.
