I think it means reverse the position in the sense of changing it from positive to negative, or vice versa.

I assume 'modificare' is understood and the difficulty is 'segno.' Of course 'segno' is literally a 'sign' or 'signal' of simething - but in this case I'd use 'stance' (as a way to signal an opinion).

'Stance' in the sense of their decision or position on a matter.

The company cannot 'open, qualify or change their stance.'
