Is this a list? A definition? In English we don't have a single word substantive meaning "ability to initiate". There is however a concept of "motor initiation" or "initiation of motor activty". Fuller context would be helpful. You may have to rework the text to get around this.

(inertial) motive capacity

I recall 'motive capacity' from physics classes at school.
I would imagine that 'inertial motive capacity' would imply that the capacity exists to overcome initial inertia, i.e. initiate movement.
