It probably means dependency in the sense of perhaps the elderly who are not ill as such but are dependent on some sort of social services, domiciliary care, etc., or the disabled who have special needs.

In Ireland, for example, we have the Department of Health and Children. Here they are referring to dependent people of all ages and all types so you cannot specify "children" or "disabled people" or "old people". I think "dependent persons" is clear.
