Necesito ayuda con esta frase... Se ve sensilla pero la parte "proceden tanto" no es clara... no se si se refiere a la importancia de la Capital o es referente a los procedimientos de la Capital? esta carta es referente a unas quejas dirijidas a los Administradores de Correos...

Me parece que "proceden" significa que las quejas han sido enviadas tanto desde la capital como desde los estados. Vaya, que significa lo mismo que "provienen".

diversos is various, different, etc., not several, and it is THIS capital, presumably with an earlier reference.
