This term is taken from a Venezuelan court case involving the expropriation of a private company. Here is the full sentence:

"Una vez se concrete el valor a pagar, se protocolizaría un acta de advenimiento y se definirían las formas de pago."

I understand this to mean some type of "notice of initiation" regarding a settlement.
