Also, I should be grateful if you could confirm whether I should translate "requérants" as "parties", "claimants", "petitioners" or "applicants" in this context.

I think this is a polite criticism of the document has been drawn up in a sloppy manner, with the drafter not making up his/her mind whether to call them « les requérants » or « les ayants-droit » .
