: I've never seen it used in this context before, but yes, it means the actual, ultimate owners, rather than any intermediary who holds the asset on their behalf. Depending on the full context, you could possibly leave out 'beneficial".

The reason I wrote "beneficial owners" is since this is a time share, I wanted to distinguish them from "ultimate owners, " but that does not mean my logic is righit. Thanks, rich11 - Mike :)
