it refers to globalization I think. but it's better to transliterate it to show that it exclusively relates to post-colonial theory.

I am offering this by way of explanation.
"metropolitan" here has a very special meaning in sociology...it refers to the "mother" country or the "home" territory of a colonizing country. It doesn't mean "related to big cities".
Read the first review in http://hopkins1.edublogs.org/files/2010/10/Southern-Theory-r... and you will see how it is used. The main contrast is between "metropolitan" and "southern" meaning, respectively, colonial power and colonized land.
I still prefer the transliteration suggested by Zeinab Tajik, since I assume this writing is for the sociology community.
