Что касаемо "развивать (культивировать)", то, думается, вряд ли ключевые сотрудники напрочь лишены указанных выше качеств (в противном случае эти сотрудники вряд ли стали бы ключевыми :-). Отсюда и предложенный выбор глаголов.
