School clustering

The book "School Clusters and Teacher Resource Centres," published by UNESCO, describes a process that seems to me to be what you are talking about. For example, "The classic model for clustering involves bringing several schools together to form a cluster or network...Clustering of neighbouring schools can also facilitate administration and supervision" (p. 23).

Also, it seems like the UNESCO was among the first organization to support "nuclearización educativa," according to the book "Planificación Educativa Bases Metodológicas Para Su Desarrollo en El Siglo XXI" by Pedro Venegas Jiménez. This increases my confidence in the translation.
