"disposing important resources": the ONLY other example of this construction being used is a text in "Swedish-English" [http://oru.diva-portal.org/smash/get/diva2:159970/FULLTEXT01]. Before assuming what is the intended meaning, I would reread the whole ST.

Il n'y a pas de "of"
et "dispose of" ne veut pas dire "disposer de".

Le verbe "to dispose" peut se traduire par un tas de choses, dont "mettre à disposition", qui dans ce contexte me semble logique.
