Context The context in this particular case is two rival teams talking before a soccer match. But in general, means that you can talk as much as you want, when it comes to the real thing, that's when we will see who is best

@ tangotrans Is this part of a sentence or is it just that phrase on its own? The person will be identified on the job? For what exactly? To see if they are capable?

I'm trying to figuring out the exact context in which this phrase is used, but if it's about spotting talent, maybe "(outstanding) talent always speaks for itself" or something along those lines.

The cream will always rise to the top

Cream is the richest and 'best' part of milk, so it is often used to refer to the best of something, e.g. "the cream of the crop". We also talk about those who are the best in their field as being the "crème de la crème".

"The cream will always rise to the top" is often used to describe the way that the most talented people will always shine and rise to the top so that they / their talent become/s visible.

You could also probably simply say that "time will tell" as once people start to work it will become apparent over time who is best.
