je propose de traduire "upon it" par «dès que, dès lors, une fois ».
Cela me semble l’hypothèse la plus probable.
Attention toutefois au contexte : si la condition est déjà remplie (à savoir que La correspondance a DÉJÀ clairement montré l’existence d’un tel accord sur la question des coûts), il conviendra de transposer cette condition dans le passé, à savoir :
La correspondance ayant confirmé l’existence d’un accord sur la question des coûts...
exemples:
upon it being issued, (collectively the "Obligations") as the case may be.
dès son émission, (collectivement nommées les «Obligations ») selon le cas
