remaniement du cahier des charges
work scope adjustment (or "shifting") désigne le fait de transférer des éléments du cahier des charges du contrat d'une partie à une autre partie au contrat. Soit transférer certains élément du cahier des charges de XXX à celui de YYY ou l'inverse, mais aussi extraire des élements du cahier des charges du contrat lui-même et en ajouter. Tel est le souhait de XXX exprimé dans ce fragment.

: It's not really the 'cahier de charges' (which must surely remain the same), but simply the 'work scope split' — the way that work is broken down into 'lots'

The only clue we have is that the source text mentions 'contract' and 'lots' of work (one of the ways in which they use 'scope' = 'work package').

We can't tell that! Any one Lot will only have a signle contract, what seems to be being discussed here is the possiiblity that Contractor X may wish to shift some of their Lot from/to the Lot being handled by Contractor Y.

'work scope split' = lotissement (the way the overall job is broken down into 'lots')
'work scope shift' = modification to the 'lotissement'.
Aussi, je comprends que ce n'est pas la portée des travaux (work scope) qui est modifiée, mais bien la répartition des travaux à réaliser (work scope split/shift) entre X et Y. Dans une version plutôt littérale de la phrase, il me semble qu'on aurait "la répartition des travaux à réaliser peut faire l'objet de modifications lors de l'exécution du contrat par rapport à ce qu'elle était dans la soumission présentée à la Société ou au moment de la signature du contrat avec la Société." D'un autre côté, si le cahier des charges définit ce qui doit être réalisé par X et Y, alors, la réponse de Francis Marche est plus pertinente.
We don't have enough background context to be dogmatic about anything here; my reading of this document is that it is in some way related to a Call for Tenders, and is talking (from the commissioning body's POV) about the fact that the 'work scope' may be changed between the time the Bidder submits their quote and the time of signing the current Contract that is being discussed here.
So obviously each contractor for each 'work package' (or 'scope' as they call it here) will only have one contract (though of course, they might be contracted for more than a single work package) — but surely what is being discussed here is the eventuality that the allocation of specific items between work packages might change between tendering and contract award.
These are the assumptions I made, rightly or wrongly, when posting my reference comment below — I feel sure Asker is the one person who could clarify the situation for us once and for all.
