@George I have changed the classification to 'Tech/Engineering - Safety', which is quite precisely what the ST very clearly refers to (safety procedures when handling potentially explosive materials).

@Robin I've given all the context I have. If I had more context I would have given it. I did mention that the product in question is a paint solvent. I searched the web before posting the question, and the exact phrase appears in many product documents without further explanation or description, just as in the one I am translating.

It appears only once as part of a list of safety measures. The preceding text refers to protective wear, and the text that follows refers to tools. For the classification, I chose the category that I thought best described the type of question. Would you care to suggest a better one?

You've given less-than-minimal context to allow a meaningful translation of 'container and receiving equipment.' And your mis-classification as 'Tech/Engineering - Business/Commerce (general)' really doesn't help...

Nevertheless, the first part of the phrase 'ground/bond' refers to the safety procedure that requires the grounding/earthing (puesta a tierra) of systems used to transport flammable liquids, especially when transferring such products from one container to another.
