@ Asker That's why it is phrased specifically the way it is: the time allocated for filling is exceeded; we don't know if it ever fills at all (as you say, if the tap is closed!); all we know is that it does NOT fill in the time it is supposed to. Also, note that 'water tap is not open' COULD simply mean 'not FULLY open enough'

Note that 'overtime' used in this way is quite distinct from 'over time'

I agree with Ghyslaine: if the "tap is not open" the machine cannot be filling up.

If a tap is not properly open, it will take a long time to fill. If the drain hose is too low, water will escape so it will take a long time to fill. If the inlet valve is damaged, it will take a long time to fill.

Is there any other use of "overtime" in your document? It might confirm...

I asked myself the same questions but based on the causes and solutions it does not make sense. The machine cannot fill if the tap is not turned on.

Not clear to me perhaps "the machine over-fills/ does not stop filling when it is supposed to"?
