Me parece que más que inserción debería ser participación.

Otra opción en inglés podría ser 'integration' pero creo que no suena natural.

insertion

I honestly think "insertion" is fine in this context. Youth insertion in the labour market is a common concept, for instance.

On reflection I think Muriel's right. "insertion" and "opportunities" aren't a natural pairing. Another option would be "access to"

Spanish term (edited): que mejore su desempeño educativo e inserción en oportunidades productivas.

and that increases their chances for involvement in productive activites.

=
...that improves educational outcomes and increases their chances for involvement in productive activities.

Two different verbs are needed to govern "desempeño educativo" and "inserción en actividades productivas" because using a translation of "mejore" alone for this purpose simply won't work (as it leads to the clumsy "improve...their insertion into productive activities, or some variant thereof).
