"draw to a straight" means you have four of the five cards you need for a a sequence of five cards (e.g. 2,3,4,5,6) and you need one more card to complete the sequence, so you're hoping to get that card after you've placed your bet and are waiting for the card you need to show up

Tienes todo la razón. ;@)
If you "just try your luck with 5 entirely new cards" then it would be possible to "draw to a straight" but even so the player would not really be "drawing" because they are not starting from the position of a POTENTIAL straight (they have a low pair which couldn't be further from a straight).
I'd definitely ask the client about this; the source seems erroneous to me.
With a low pair (and WITHOUT "just trying your luck with 5 entirely new cards") the player would hope to "draw to three-of-a-kind".
