Hello.

I'm trying to work out what is meant by بأن أقر in this sentence:

ففي هذا الإطار حدد القانون أهدافه، مع إبراز أهم المفاهيم والآليات الضامنة له بأن أقر إنشاء هيئة النفاذ إلى المعلومة مع تحديد صلاحياتها.
Translation: In this context the law defined its goals, presenting the most important definitions and guaranteeing mechanisms, [as to stipulate the establishment] the Access to Information Authority and definite its powers.

Initially I felt that بأن followed on from حدد and therefore introduces the goal of the law, but for that to be true I think that أقر would have to be يقر (present tense).
