Creo que lo importante aquí es la responsabilidad que implica el verbo "to remand". Si se sabe con certeza que los jóvenes que se pretende enviar al establecimiento cometieron un delito, puede ser "poner a jóvenes delincuentes bajo nuestro cuidado en XXX".
