I believe, it is better:
"who are trained" in the Lab Safety
If we say "received the traing", it does not convey the meaning completely,
but "who are trained" has stronger meaning and has difference or shade between them.

completed the Lab Safety procedures? No. Who completed the training, received the training, participated on the training (session), whatever

I think it is preferable to use precise wording this time,
who are trained means who underwent training and ready for the work in a Lab (more specific here, not just received, but completed properly and they are ready) or underwent and completed also could give the same wording of complete action.
