Estou pendendo para o literal "Declaração de Política", que ocorre com frequência em sites de empresas brasileiras. Não estou bem certo, porém, de que é a tradução mais utilizada. O tradutor do texto que estou revisando usou "Justificativa de Princípio", o que certamente não é o correto nem de uso comum.

Contexto:

"Policy Statements always apply to the whole company group. Directives and Work Instructions must identify proper subgroup classification: Corporate Function; Division; Business Unit; Product Line; Region; Nation; Location; or Legal Entity.

Standard phrase for Policy Statements:
This Policy Statement applies to all employees of the company and all of its directly and indirectly controlled subsidiaries. Within the meaning of this Policy Statement, the term “employee” refers to all persons working for group, including without limitation temporary workers, members of the company's board of management and all executive managers. All terms used in this Policy Statement shall be neutral in gender."
