Hard bid is a term used in commercial construction whereby a project owner hires an architect whose work is to design the desired building. The approved design is then advertised to the public through newspapers, magazines, or television with the aim of drawing interested contractors.

You have omitted the main point of the definition of a "hard bid", which is that "[t]he lowest bidder wins regardless of qualifications". That sounds to me like an extremely risky way of letting a contract.
