@ Asker Some ideas:
If you decide to enable "Channel-Zero Encoding", then "Local Aux Vout menu" operation will be disabled — thus the two functions appear to be mutually exclusive.
But it's almost impossible to guess what is actually going on here, without more context about this (very special kind of?) camera.

Not if this is a video camera, V out could also be Video out — in which case, we certainly wouldn't expect it to have a 'Video in'

So maybe there is a video output located 'locally' (e.g. on the camera itself), and selecting this other option disables it — or at any rate disables operation of the menu associated with it.

I'm a half wondering if in fact 'operation' isn't an error for 'option' — that could make more sense: if a certain function is selected, this other menu option is disabled (e.g. greyed out)

You see how much intelligent (informed) guessqork is required, in the absence of proper context?

@ Asker: Context? There's no point posting the same question again, unless you provide extra context, as requested here.
Although V in and V out are often found together, it is not obligatory: some equipment may well have one without the other — its presences would simply be an additional clue, that's all.

In order to decipher this more than I already have, we simply need to know more details of the actual equipment involved, and if there is anything that opposes anything else, e.g. local / remote aux / something else, etc.

Impossible to give more help without knowing a lot more of the surrounding context; in particualr, probably, why they refer to an 'operation function'? I suspect the EN may be a little muddled here... but only more context can clarify.

In particular, we can't tell if the 'local' refers to the AuxVout — or to the 'operation': it could be 'local' operation as distinct from, say, 'remote' operation; this local / remote operation could then explain why that 'function' is in there.
