I am not sure what "programme" means here. This text is about the redevelopment of a university campus.

Dans un premier temps, par la relocalisation, reconfiguration des bâtiments existants et la création de deux nouveaux bâtiments, nous créons une nouvelle répartition des programmes en fonction des groupes d’utilisateurs afin d’augmenter l'efficacité de l'école et de créer un sentiment de communauté qui valorise l’identité de chaque groupe.


Le nouveau bâtiment MBA est situé au Sud du Campus. Ce bâtiment est une réinvention du bâtiment existant « Camembert ». Sa volumétrie est guidée par son programme intérieur. Il accueille notamment quatre amphithéâtres.

"Program" and "function" I believe "Programme" is used in two different ways here. I would vote for Abdessamad Binaoui's "university program" for the first paragraph only ( = different user groups for the different school programs), but Ben Gaia's "function" in the second case (the function of the building's interior, i.e., to house amphitheatres).

I compared the context of community group activities with organised parts of a school time- table or extra-curricular activities, then chose 'schedule' of group activities.
Example sentence:

Nous créons une nouvelle répartition des programmes en fonction des groupes d'utilisateurs afin d'augmenter l'efficacité de l'école et de créer un sentiment de communauté qui valorise l'identité de chaque groupe.

We create a new section (or division) of schedules in accordance with the groups of provision users while working to increase the school's efficiency and to create a community environment which values the identity of each group.

I think the intention here is that the components of the 'courses' (lectures, practical work, etc.) will be distributed differently in the buildings, and I think this is probably the best way to translate it here

(interior) specifications

The building includes 4 amphitheater-style lecture halls. These have to be arranged to fit into the building and, conversely, the building has to have enough volume to contain them. Once three amphitheaters are specified, the size/volume of the building has been dictated to a certain degree.

Yes, I wouldn't pay much attention on the style, but illustrate how to implement both terms.
