For once, I'm not sure more context would help. They're presumably saying the peso is cheap against the dollar, making property affordable for American individuals and/or companies.

Asker You say this is about finances but it also seems to be about tourist accommodation. Can you post more context please, and some more of the text and tell us what exactly is your document?

I understand it to mean a "platform" (bit of a buzzword nowadays, rapidly getting old chez moi) for tourist rentals, sort of like air B&B, which also uses the term "platform", but maybe more upmarket (alta plusvalía).

PS: My answer is partly based on the assumption that the original authors put the word "platform" in there for a reason, however obscure it might seem.

I have no idea what these two seemingly random words mean either, but the sentence makes perfect sense if you leave out "de plataforma".
Platform is often used as a fancy word for website - neilmac mentions Airbnb - but that doesn't appear to be the case here.
I wondered if the idea was "pied à terre", but that's normally something you own rather than rent.

'Alquiler' refers to rental; 'de plataforma' would be 'of platform', but in this example I think 'apartment letting' is appropriate.
Example sentence:

Esto hizo particularmente actractiva la compra de casas para destino de vivienda retiro y para alquiler de plataforma en zonas turísticas con alta plusvalía.

This made the purchase of homes particularly attractive for retirement accommodation and for apartment letting with added value in tourist zones.
