Если есть коллеги-лексикологи, кому любопытно Пример коллеги со словом power побудил меня критически пересмотреть соответствующую статью в Апресяне.
Смотрите:

"3) юр. власть
legislative [executive, judicial] power — законодательная [исполнительная, судебная] власть
separation of powers — разделение властей (законодательной, исполнительной и судебной)

<...>

5. 1) право, полномочие
large powers — широкие полномочия
treaty-making power — право заключения договоров
power of substitution — право передоверия
delegation of powers — передача полномочий"

Обратите внимание, что это оформлено как два отдельных значения.

Но в англоязычных словарях типа WUD или OED такого смыслового разделения не наблюдается. Единственное значение, которое подходит и к первой, и ко второй группе примеров - это:

'Legal ability, capacity, or authority to act; delegated authority; authorization, commission, faculty; legal authority vested in a person or persons in a particular capacity.' (OED)

'а. (1) : a delegated right or privilege : prerogative (2) : delegated authority <...> c. : legal authority' (WUD)

Вот так и получается, что наше представление о "властях" и их представление не совпадают.

Coup d'état

this may refer either to separate events or to a combination of both.

"who exactly" is not clarified in the source, so why should it be in the translation?
neutral Boris Shapiro : This use of 'power' is non-idiomatic. A word-for-word translation, to be sure. // In this case I think it does. I know of no examples of such usage. You can have separation of powers, but you don't have a 'military power' or 'existing power' among these.

I'd replace the lengthy Russian phrase with the simple expression "to stage a military coup". In a coup, by definition, the military (or paramilitary, or opposing political faction) deposes the current government and seizes political power.

A military coup includes both. But if you wanted to separate the two concepts, then свержение строя = overthrow the government; установление военной власти = imposition/declaration of martial law. These are just some examples.
