El **procurador de la administración**, Rigoberto González Montenegro y el Prof. Sergio Javier Cuarezma Terán, vicerrector general del Instituto de Estudio e Investigación Jurídica (INEJ) llevaron a cabo la firma de un convenio marco de cooperación.

Este convenio tiene como objetivo general, establecer vínculos formales para coordinar y desarrollar conjuntamente actividades de formación, capacitación o actividades educativas, que fortalezcan los programas y desarrollo de actividades de investigación, docencia y extensión que ambas entidades llevan adelante y que contribuyan al mejoramiento de la calidad y excelencia educativa.

The "Procurador General de la Nacion" is simply the Attorney General (because that title is understood as referring to the most senior attorney in the national government). If you want to be more specific, you could say "Attorney General of Panama," which is analogous to "Attorney General of the United States of America."

Or the (current) Administration's Attorney General (in the same way that the US refers to "the Administration", meaning the government.
