For small hydro plants, construction of hydro structures, including channel, and HPP building, is only possible on “lands of water fund”.
Any other category of land needs to be transformed into “lands of water fund”, each instance of which has to be approved by Decree of the Government.
This procedure is long and hinders fast uptake of small hydropower plants, and could be improved, for example through implementing a process, similar to the allocation of different categories of lands for subsoil through long-term rent.
