In support of meaning 1 the OED provides references from 1624, 1653 and 1704, and, for meaning 2, from 1640, 1796 and 1852. Neither meaning 1 nor meaning 2 comports with the common contemporary meaning of peculiar as strange or unusual, but they do comport with the rarer contemporary meaning of distinct or special.
