I see. Yes, the number does refer to the license plate, which is issued when the car if bought (or transferred from another car). But to complicate matters somewhat, the license plate number is repeated on the sticker, where (upon renewal) the new expiration date also appears.

Unfortunately, there is another answer, saying it is a "license plate decal number", which is wrong, because these decals in Georgia display only "registration expiration date", they are not assigned and do not bear any other numbers.
