From page 106 onwards, you will find a chapter about "introduction" and "passage à l'échelle" that includes a definition of how the WHO defines a "passage à l'échelle":
"L’Organisation mondiale de la Santé (OMS) définit le passage à l’échelle comme « des efforts délibérés pour renforcer l’impact d’innovations sanitaires testées avec succès afin d’en faire bénéficier un plus grand nombre de personnes et d’encourager la formulation de ... etc." To scale up" seems to be a good fit.

@ Asker I agree it sits awkwardly with the syntax you propose, but I wonder if it might work better if you used a more modern turn of phrase and said 'upscaling support'? Or 'support for upscalling...'??
