open the appeal file / matter Explanation: Esta es una instrucción a la secretaría del tribunal. Del contexto rescato que este es un fallo sobre la admisión del amparo... o sea no está determinando el fondo del asunto sino que está dando vía libre a que se fije una audiencia para oír los méritos de la solicitud de amparo. El contexto me hace recordar a los "application for leave to appeal". Con relación al "cuadernillo de amparo" el término "fórmese" da una idea de que es el "Court file" que es el expediente en el tribunal donde se reciben los documentos que las partes presentan / registran con la secretaría del mismo y esto está confirmado por el documento que el juez dice se debe anexar- la demanda, o sea the appeal application y los documentos que la respaldan.
