Explanation:
Me parece que hay arreglos preliminares y arreglos secundarios.
Con el prefijo 'sub' el programa parece ser secundario. En otro ejemplo tal como 'subtítulo', un título aparece abajo de otro título y es secundario al primero. Así pues me parece que son arreglos secundarios.
Hay un referente de la enciclpedia viva que se acerca a la renovación de matrículas:
"El Subrograma Asuntos Profesionales, dependiente del Programa de Recursos Humanos de Salud convoca a todos los Profesionales, Técnicos y Auxiliares, que a la fecha no han dado cumplimiento por decreto no. 4721 dell Ministerio de Salud. Los profesionales, técnicos y auxiliares de la salud que aùn no han regularizado su situación, deberán concurrir a las oficinas del Programna de Asuntos Profesionales ... con su documentación."

(EN: With the prefix 'sub' of 'subprograma' the arrangements seem to be secondary. In another example such as 'sub-tiltle' , one title appears beneath another one as it's secondary to it.
